UFO!

Thousands of people in the Phoenix area saw four strange lights hovering above the city Monday night. Nobody knows what they were, but one guy swears he saw his neighbor launch four helium balloons with flares attached to them. Here's one of many videos of the incident. Are these flares or aliens?
